These spoons are made from "Nickel silver" - an alloy of copper, nickel and zinc. In Soviet Russia these spoons were quite popular, because they look almost exactly like silver, but are made of a much cheaper metal composition. The alloy had a metallic taste, so spoons were usually coated by a thin layer of silver. These spoons were produced from late 1800's. Your spoon set is most likely from the 20th century.

Next to the mark МНЦ (first letters of Copper (M), Nickel (Н), Zinc (Ц)) sometimes they put numbers meaning the percentage of copper and nickel. I can't read the numbers on your spoons, but here is an example
